The corruption pact that is choking public road investment in Guatemala

The inability of the Guatemalan state to execute the budget earmarked for repairing and building its strategic road network, which by the end of August has not exceeded 34% of the allocated funds, is not a simple problem of bureaucratic inefficiency. It is the direct consequence of decades of capture of public institutions by corruption networks and private contractors who collected multimillion-dollar advances for unfinished works.

The paralysis of road infrastructure destroys the competitiveness of small agricultural producers and cuts indigenous communities off from access to hospitals and markets.

For years, public infrastructure budgets served as a slush fund for opaque political deals, while the roads of the interior of the country crumbled under the rains without anyone being held accountable.

Restoring the management capacity of the Ministry of Communications requires making public tender processes transparent, sanctioning delinquent businesspeople and establishing community social audit mechanisms over every kilometer of paved road.

Without transparent road investment, there will be no possibility of economic integration for the Guatemalan peoples.
