According to a report published by the portal Descifrado on September 7, 2026, mining sector experts presented a new strategic roadmap aimed at investors weighing participation in extractive activity in Venezuela. The proposal, prepared by independent consultant Oswaldo J. Ruiz in collaboration with the Venezuelan Society of Mining and Metallurgical Engineers, starts from the premise that turning geological potential into viable projects requires overcoming complex institutional and financial challenges.
The methodological analysis presented compiles 12 key aspects designed to audit risk before committing capital. Among the priority areas are governance and legality, calling for clear mineral rights, transferable titles and a transparent contractual framework that regulates royalties and taxes in light of the risk of expropriation.
The roadmap also emphasizes the political environment and compliance with international regulations. This includes preventing money laundering and applying know-your-customer (KYC) protocols, which are essential for operating within global financial markets and avoiding penalties associated with current international sanctions.
For the productive sector, the viability of any mining initiative in the country is conditioned on passing a rigorous investment test that balances technical profitability with legal stability and social responsibility. Companies in the sector must weigh these factors against a business climate marked by operational and financial constraints.
