New player bets up to $1 billion on Venezuelan mining

The first shipment of Venezuelan aluminum in nearly a decade arrived at a United States port, as part of an initiative to secure raw materials for American supply chains, according to Bloomberg Línea. Behind the operation is Heeney Capital, a small investment firm based in New York that has partnered with Switzerland's Mercuria Energy Group to market the metal produced by the state-owned Venalum. According to the report, this relatively unknown firm is betting up to $1 billion on mining in the Caribbean country.

The emergence of small players such as Heeney Capital reflects a particular trend in the reopening of Venezuela's raw materials sectors. While large global mining companies avoid taking on the political and regulatory risks associated with the country, independent intermediaries and private equity funds are leading these high-risk operations. These players seek to capture significant margins on projects in early stages, acting as commercial bridges before international financial relations are normalized.

This move comes in an extremely complex financial environment for the Venezuelan economy. The country faces severe financing constraints and an extremely high perception of risk in international markets. According to data updated as of January 1, 2026 by academic Aswath Damodaran of New York University (NYU Stern), Venezuela has a sovereign rating of C and a country risk premium of 26.66%. This risk indicator, which measures the extra cost an issuer must pay to borrow compared with safe assets, illustrates the barriers facing conventional investments in the territory.

For the local economy, the revival of primary aluminum exports represents a source of foreign currency revenue, though under conditions of high uncertainty. Going forward, attention will focus on the sustainability of these shipments and on the capacity of the domestic industry to revive its productive apparatus without relying exclusively on venture capital intermediaries.
