Venezuela announces fifty oil deals amid sweeping reforms

On August 24, acting president Delcy Rodríguez said Venezuela has signed fifty strategic oil and gas agreements in 2026 to bring new investment into more than 76 productive areas. However, according to the outlet Bitácora Económica, the government has kept a comprehensive breakdown of the documents under wraps, so the public information available only allows for the concrete identification of seven agreements and three memoranda of understanding signed between January and August.

Among the deals made public are alliances with major international energy companies such as the U.S. firm Chevron, which received stakes of 60% and 100% in blocks 2 and 3 of Plataforma Deltana, along with an expansion of its concession in the Orinoco Oil Belt. To these are added gas and crude projects with companies such as Italy's ENI and Spain's Repsol in the offshore Cardón IV field, which currently produces 580 million cubic feet of gas per day, as well as initiatives with Shell, BP, Hunt Oil and the services provider SLB.

The news outlet itself points to an internal contradiction in the official and public records: while the preliminary count refers to nine documents, the detailed list adds up to ten instruments between agreements and memoranda. This lack of transparency makes it difficult to gauge the real impact of the opening in a sector that is key to the country's energy infrastructure.

Meanwhile, the national electricity sector is looking to these negotiations to help offset its operational shortcomings. According to El Nacional, Pdvsa's vice president for gas, Jannier Viloria, estimated that by December the company expects to deliver 2 billion cubic feet of methane gas to the domestic market for the thermoelectric system, as well as for the industrial, household and commercial sectors.
