Venezuela has been excluded from the list of countries subject to restrictions on US foreign investment under the Comprehensive Outbound Investment National Security Act of 2025 (COINS Act), according to the Banca y Negocios portal on October 23, 2026.

The legislation, passed by Congress, requires companies and individuals to notify or prohibit certain investment plans abroad in order to protect national security. Although it initially focused on China, the law later added Cuba, Iran, North Korea, Russia and Venezuela during the administration of Nicolás Maduro.

The US Treasury Department said Venezuela's exclusion reflects the fact that the previous administration is no longer in power following the military incursion in January, and that the current government led by Delcy Rodríguez does not meet the law's criteria.

However, the department clarified that the proposed rules could still apply to certain investments in Venezuelan entities, particularly in sectors linked to dual-use technologies, artificial intelligence and military programs.
